Plagiarism Policy

🚫 PLAGIARISM POLICY

The Journal of Public Governance and Social Science (JPGSS) maintains a Zero Tolerance Policy towards plagiarism and enforces strict measures for handling any manuscript that contains plagiarized content.

📖 Definition

Plagiarism is defined as "the use or close imitation of the language and thoughts of another author and the representation of them as one's own original work."

🛡 Policy

All submitted manuscripts must be original and unpublished and not under review elsewhere. Any content taken verbatim from another source must be clearly distinguished using:

  1. Indentation
  2. Quotation marks
  3. Proper citation of the source

Any copied text beyond fair use standards (more than 2–3 sentences) or any visual material (charts, tables, images) must include a written permission from the copyright holder (when applicable).

All authors are required to upload a Turnitin similarity report alongside their manuscript submission. The editorial team will perform a second similarity check before peer review.

📊 Actions Based on Similarity Index

The Editor-in-Chief will evaluate the Turnitin report and apply the following policy:

  1. 🔴 Above 40%:

    • Immediate Rejection
    • The manuscript is rejected for excessive plagiarism or inadequate citation. No resubmission will be allowed.
  2. 🟠 Between 20% and 40%:

    • Major Revision Required
    • Authors must revise citations and paraphrasing. A revised manuscript must be accompanied by a new Turnitin report with similarity below 20%.
  3. 🟢 20% or Below:

    • Accepted with Minor Revisions (if necessary)
    • Minor corrections to citations may be requested for clarity and originality.

In the case of major or minor revisions, authors must revise their manuscript carefully and upload a new Turnitin report with a similarity index below 20%.

🔎 Similarity Check Process

Every submission to JPGSS is screened using Turnitin. The results are reviewed by the editorial team. Failure to comply with the plagiarism policy will result in immediate rejection.
