Abstract

Muslims believe that the Qur'an is the greatest miracle of the Prophet Muhammad SAW for Muslims and is the most important source of Islamic law and is recognized for its truth. Allah has mandated humans as caliphs on earth. With optimal efforts to follow the commands of Allah and His Messenger and carry out the commands of ma'ruf nahi munkar, the condition of the Muslims will be a strong, prosperous, just and prosperous people. But the fact is that we are not under the authority of Ulil Amri according to Islamic teachings, even though most of the government officials are Muslims. The interpretation of the two commentators in Surah Al-Nisa' verse 59 is according to KH. Bisri Mustofa explaining not to leave Ijma and Qiyas which is the dawuh of the Mujtahidin. In line with KH. Bisri Mustofa, according to KH. Nawawi Al-Bantani, this verse contains four shari'a suggestions, namely: al-Qur'an, Hadith, al-Ijma', and al-Qiyas. Differences in interpretation of Surah Al-Nisa' 59 KH. Bisri Mustofa explained that obedience to Ulil Amri is obligatory on the condition that it does not command disobedience. Meanwhile, KH KH. Nawawi Al-Bantani Al Bantani interprets ulul amri, namely all scholars who have the title of Ahl al-Aqd wa al Hall wa Umara al-Haqq wa Wulat al-'Adl.
